OHRLLS Welcomes AIIB’s Strong Commitment to Landlocked Developing Countries at LLDC3

Awaza, 7 August 2025 – The Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS) welcomes the Asian Infrastructure Investment Bank’s (AIIB) landmark commitment to advancing sustainable development aspirations in Landlocked Developing Countries (LLDCs), announced on the sidelines of the Third United Nations Conference on Landlocked Developing Countries (LLDC3).
AIIB reaffirmed its unequivocal support for the implementation of the Awaza Program of Action for the LLDCs, emphasizing its alignment with the international community’s vision of fostering sustainable infrastructure and enhancing cross-border connectivity, and digital transformation.
At LLDC3, the AIIB announced an ambitious growth trajectory in its investment plan, projecting $10 billion in investments in LLDCs over the next five years. This commitment is further bolstered by an estimated $10 billion in cross-border connectivity projects in transit countries, which will enhance LLDCs’ access to global markets. By 2035, the AIIB expects its LLDC portfolio—spanning both sovereign and non-sovereign operations—to more than double, if not triple, demonstrating a steadfast dedication to inclusive and long-term development.
OHRLLS commends the AIIB for its leadership and action in mobilizing critical infrastructure financing for LLDCs and its commitment to collaborating with the United Nations, investors, donors, development partners, and multilateral development banks in preparations for the International Infrastructure Financing Facility (IIFF).
“AIIB’s announcement represents a significant milestone in addressing the unique development challenges faced by landlocked developing countries,” said Ms. Rabab Fatima, Under-Secretary-General, High Representative for the Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States (UN-OHRLLS) and Secretary-General of LLDC3.
“By prioritizing sustainable infrastructure, digital connectivity, and regional integration, AIIB is helping to unlock the economic potential of LLDCs and advance progress towards the Sustainable Development Goals. We look forward to strengthening our partnership with AIIB and other stakeholders to ensure the full and effective implementation of the Awaza Programme of Action,”she added.
This announcement underscores the critical role of multilateral development banks in bridging the infrastructure financing gap for LLDCs and reflects a spirit of partnership and solidarity essential for delivering tangible and transformative progress in LLDCs.

The Third United Nations Conference on Landlocked Developing Countries (LLDC3) is a once-in-a-decade opportunity to mobilize international support for the 32 LLDCs, whose geographic isolation hampers their growth. Hosted by Turkmenistan, LLDC3 will drive implementation of the Awaza Programme of Action and accelerate sustainable development through 2034.
