Responding to multifaceted issues in LDCs: QFFD signs two-track project agreements with UN-OHRLLS towards advancing the Doha Programme of Action

New York, 24 September 2025 - Qatar Fund for Development in partnership with the United Nations Office of the High Representative for the LDCs, LLDCs and SIDS (UN-OHRLLS) signs two-track project agreements contributing a total of USD 21 Million towards building resilience in LDCs and enhancing a system of food stockholding to address food insecurity, targeting 44 least developed countries (LDCs).

The projects aim to strengthen resilience in LDCs through support for national adaptation plan formulation and implementation, strengthening early warning systems, and building financial resilience. The projects additionally aim to promote the readiness to respond and mitigate food emergencies through setting up an innovative food stockholding mechanism for LDCs. They also aim to strengthen the agri-food systems in LDCs and enable LDCs to better prevent, anticipate and absorb food crisis by enhancing national level preparedness.

The two track Projects with UN Office of the High Representative for the LDCs, LLDCs and SIDS (UN-OHRLLS) is contributing directly to the implementation of Doha Programme of Action for Least Developed Countries (DPoA), as it recognizes the critical role of enhancing agriculture systems to ensure food security midst climate induced shocks.

Expressing on the significance of these agreements, Mr. Fahad Hamad Al-Sulaiti, Director General stated, ¡°Investing in people in least developed countries requires a unified approach through multilateral partnerships in the public and private sectors, and our unwavering partnership with the UN-OHRLLS is a foundational part of this progress. The goal of eradicating poverty requires sustainable methods to respond to a turbulent climate through developing agri-food systems and building capacity to leave no one behind.¡±

Ms. Rabab Fatima, Under Secretary-General and High Representative for the Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS) underscored the critical benefits of the project, noting that ¡°By investing in resilience, food systems, and preparedness, the LDCs will be equipped with the tools they need to protect livelihoods and accelerate progress towards the Doha Programme of Action and the Sustainable Development Agenda. We are grateful for the partnership with the Qatar Fund, and to the State of Qatar for its steadfast support and longstanding commitment to ensuring that no country is left behind.¡±

The State of Qatar, through QFFD, remains committed to supporting the six key focus areas of the DPoA and the sustainable development goals (SDGs) to ensure that vulnerable communities in LDCs become resilient at a national level through systematic improvements and response measures.
